Bill moved to approve the minutes from the September meeting.

Gwenn made a report about the recent planning meeting for the Sabin Orchard. She explained that more trees will be planted densely at the tree level and above. Some have recently been purchased on sale for fall planting. The residents on the northeast side will do some significant hard scape and pergolas. Gwenn will ask for comment and volunteers at the general meeting.
Austin asks if there should eventually be a Sabin Orchard committee. Gwenn thinks this will happen as the orchard matures. David points out that structures will require building permits.
Guest Heather, campaign manager for the Voter-Owned Elections, gives a short presentation.
Austin asks if we want to have more presentations at Board meetings. Gwenn says we should limit presentations to those whose message directly affects Sabin. Austin did want to ask the Neighborhood DA to come. Gwenn suggests that he be invited for the next meeting.
Details in the planning for the general meeting 18 October were worked out.
Officer Reagan brought map of crimes in the neighborhood in the last month. There was an aggravated assault on Shaver but no burglaries. Gang related shootings downtown and in North Portland brought a “ton of cops” working on this, with officers working overtime. US Bank robbery was a “take-over type.” Gwenn asks if there are things we could be helping with? Yes, he said, it all has to do with calling. We need to keep reminding people to report and to install motion lights.
Bill moved $250 to purchase yard signs to advertise our meetings. Barbara will make the purchase.
Report from the Identity Committee: the info that came out of last Board meeting has gone to Ken. The committee is working on the tag line and theme.
Shoshana Cohen announced the upcoming Local Leaders Institute 13-14 November. She also announced that NECN has a new Neighborhood Coordinator who will soon be introduced to us. She says the King NA sent a letter to the mayor encouraging increased police presence and response time.
David Sweet made a short report of the success of Solarize Northeast, Sabin gaining eighty-eight solar panels.
It is the last month for King Farmers’ Market, with Halloween party at the end. Gwenn asks about how David feels about the Market. Customer counts are up considerably this year and participation by SNAP people has more than doubled through the Foodshare Fund.
Stacey Peterson may do the Neighborhood Yard Sale.
